Alternate dice pool splitting

Basically a player declares how many actions they will take that round and subtract this from all dice pools.  Each extra action past the first loses one extra dice.

dice pool  - number of actions to be taken - number of actions taken

so if a player wanted to attack and dodge and had 10 dice for each action he would get:

8 dice for first roll, 7 on second.

the exceptions of this are dodge(if the player is only dodging) and soak which ignore the number of actions penelty.
